How do I turn off waivers on my ESPN Fantasy Football League?

I am the LM and my league wants to get rid of waivers. When I go to League Settings and edit under "Transactions and Keepers", Player Acquisition System is locked. It says:
No waivers
Waivers
Free Agent Auction

Waivers is checked, but when I try to click the box next to No Waivers, it won't let me because it's blocked. Everything else works. How do I change my league so there are no waivers???
